Can someone explain how detroit still has the best odds of 1st overall if they have an 18.5 percent chance but Ottawa has both a 13.5 and an 11.5 percent chance? Shouldnt that be a 25 percent chance at 1st?

If they miss the playoffs, are they really the 9th best team in the league? In my opinion we won't know the 16 "best" teams in the league until the play-in series are all concluded. It's an odd approach, but I do think it's the fairest.
My hope is that no placeholder teams win a top 3 pick, eliminating the need for Phase 2.
According to my math it's a 60% chance that at least one "placeholder" will get a top 3 pick.
