How is this timing different with FAAB vs the usual waivers? Wasn't it always like that?

Free Agent Acquisition Budget. Recently changed to FAB - 'Acquisition' was removed.
Instead of waivers based on waiver priority, we bid on waivers. From the help section:
Did you know that this was suggested last season and agreed it would be implemented this season? The threads are on the league pages.Each manager is given a budget to place offers on unclaimed players that are on waivers. The default budget is $100, but the commish of a Private League can adjust the budget as they see fit by clicking Free Agent Budget under the Manage Other Teams tab in their commissioner tools.
FAB budget ranges from $1 - $999.
Offers can range from $0 to the remainder of your budget.
Offers are blind, so other managers can't see what your offer is.
The manager with the highest offer signs the player to their roster and has that amount deducted from their FAB budget.
Waiver order doesn't change except in the event of a tie. The commish picks 1 of the 3 other waiver priorities to be used in the event of a tie:

Should be an interesting change. I've done it with the Dobber hockey leagues but never with football.
It makes Wednesday morning seem like another day in the football week because there are normally so many bids.
Draft is currently set at 3AM for me, so I shall be autodrafting lol

Just a reminder that my buddy Will will be drafting for me on Thursday as I am at sea and cant access Yahoo from here. Take it easy on him. My internet has been sketchy at best anyway. Not sure how well I'll do with this new FAAB process. I might have to explain it to Will so he can watch my roster for me in November when I am away again for most of the month.

I'll probably be drafting from my phone while feeding the 1-month old. And fair warning, I may fall asleep for the second half of the draft.
