Upton, or Peavy is who I’d drop for Wacha, but I don’t think I’d burn a WW 2 on him. I rather let someone pick him up and offer Upton for Wacha in a trade.
Someone just dropped Wacha in my league. To be honest, I have not followed him at all this year but didn't even realize he was struggling a bit (zero shares of Cardinals will do that).
Im currently #2 on waiver claims and here is my team of droppable guys

Agree I would like to get him, but not for a WW2. With the way the season has gone, he may even slip through waivers.

(No I don't have a hockey problem...)
I would NOT use the #2 waiver claim on him. For this season, I'd put him in the streamer category for the rest of the season until he puts together 3 good starts in a row (which might not happen).
If it helps at all, in my 12-team Keep 6 league I dealt Wacha for Taillon straight up. I'd rather see what the kid has than wait and see if Wacha can figure this rough patch out, especially since Alex Reyes is waiting in the wings...
