If Forsberg goes at 4, it might be worth it to swap Rielly for Tera at 5. Your current defense roster is a little weak, but with Larsson, Smith, and Schultz on the way, adding someone like Rielly could make it a team strength in a couple years. I expect Rielly to make a big roster push next season as long as he can show good development in the WHL this year.
Dumba would also be a good pick, but he might be a little further off than Rielly. If you don't mind the extra wait, it might be worth it to go for the potential PP QB with Parise, Koivu, Heatley, Setogucchi, Granlund, Coyle, Phillips, Zucker, Larsson.....I still have some resignations on how well Dumba will adapt to the NHL, though.
If you don't mind waiting even more, and want to just take the best upside player, Teravainen is the best choice. He has some good opportunity in Chicago as he can play C or LW, two positions where Chicago doesn't have much high-end talent in the pipeline or on the current roster. I'm thinking 3-4 years until he makes an impact at the NHL level, though.
