Capfriendly has them with 9F/6D/2G under contract at $49.9m. (call it $50m).
By the math of teams, $50m/17 < $3m per player.
That's at the bottom of value per player contract, with New Jersey (who has Jack Hughes still on ELC cap hit).
So we're really just looking at them signing/adding 5F/1D to get to $61m floor.
[The D is probably for Dunn. $3m... IDK...]
Obv - we'll see 2+ forwards at $4m+. (And maybe another 2-3 closer to the $750k min.)

They have to get to the floor... and doesn't make sense for them to waste the money just to get to the floor.

When all is said/done, I'll still bet they'll go into the season as a bottom 5 NHL team by talent, (based on DomL player value).
I think if they drafted BPA, and went to a cap max of $81.5m, they could've been in the 18-22 NHL standings range.
I'll speculate they don't get to $71.5m.
Delaying the best build possible for one year (or even two)... in hopes of Wright, with great consolation prizes for 2-5... is a good move, IMO.

I like this move for Seattle. I actually think they have a team that’s going to be better than expected.
