I'd be keeping either one for the foreseeable future. I'm weak at both D and RW, so ignoring other variables, do you trade Kakko for Chabot?

Chabot is a great guy to own, but Kakko is a tier ahead of him in my mind.

Similar to an earlier discussion I was involved in that compared Dahlin with Pettersson, my take is that if all things are equal, I always go with the forward. In this case, you are equally weak at RW and D, and I feel Chabot and Kakko are in the same tier for their respective positions, so go with the forward.
As I said in the Dahlin/Pettersson thread, I find forwards to be less reliant on team production and are therefore more consistent year-to-year than dmen. Even the best dmen in the league seem to fluctuate a bit from year to year.

I'd have to do the math with the rankings and look at the free agent pool. With 9 teams, really low starter totals, keep 12, and points only the list of good D available and worthwhile D in general has to be extremely shallow. Even if Kaakko tops out at around a PPG forward and Chabot a 55 P D, I might lean towards Chabot since a 55 P D is much rarer than a 70+ P forward and you need to keep 4 D.
If you want to ignore that and just say all other things equal, looking only at production, of course go with Kaakko. It is worth noting that Chabot is farther in his development than Kaakko is right now, already being his team's number one D. So, in that lens Kaakko is more fit for a rebuilding team as well.
I would want Chabot who is D which are harder to find.
