Logic dictates to be patient and wait how your team performs after a month or two. Then perhaps drop a player who's been disappointing for a player on the rise. I'd keep one or two moves in cases of injuries.

What would be your strategy in a league that allows four moves all season? Would you wait a few weeks, be proactive and then try to pick up a wire player or two that could be significantly better than what's on your squad. Would you hold on to the moves and wait for any potential long term injuries? The past few seasons I have waited it out and tried to make some calculated pickups when I saw a player on the wire taking leaps and bounds (example - Tatar last year was a mid season pick up).
Notes: There are unlimited trades allowed; There are no IR spots.

I would hold 2 spots for injuries at least. I usually give players 10 games to figure it out.
