"There aren’t very many players who score a point and a half per game in junior in their draft-eligible year who end up going undrafted, but Vladimir Tkachev (sometimes spelled Tkachyov) is one of the few. And, according to a reporter who covers his junior team, he’s going to be attending the Oilers’ training camp.
Tkachev posted 30 points in just 20 games for the QMJHL’s Moncton Wildcats this year after coming over from Russia midseason; he added seven goals and nine points in just six playoff games, too. Prior to that, he’d had a cameo in the KHL and posted 19 points in 16 games at the MHL level.
Those are ridiculous numbers, and they’re reflective of an exceptional talent level. Red Line Report ranked Tkachev No. 58 on their 2014 draft list and included the following scouting report:
Exceptionally skilled, but diminutive winger. Tiny and does not have a big frame to fill out, but he’s incredibly elusive and instinctive around the offensive end. Super-fast hands and could stickhandle in a phone booth. Goes for too much fancy, individual stuff at times, but is never afraid to try creative things. Sneaky and opportunistic around net, and buries his chances with a lightning release. Anticipates well and arrives before the puck. For a guy his size, he is not blazing fast, but very agile and good at finding open ice. Does not possess a heavy shot but is simply a natural sniper with a magic touch around net. Has loads of puck patience in situations where others would panic. Skill level is 1st round calibre, but small frame is a major concern. Worst games were against teams with big, physcal defencemen who took away his space.
Stylistically, the outlet compared him to Tampa Bay’s Tyler Johnson and projected him as a potential second-line scorer and power play specialist (14 of Tkachev’s 30 regular season points came on the man advantage).
Doubtless, it’s the combination of size (EliteProspects has Tkachev listed at just 5’9”, 163 pounds) and a lack of high-end speed that kept such a successful scorer from being selected in 2014, though given the amount of offence it’s a little surprising that some club didn’t take a late-round flyer on him.
As Twitter’s @hockeysymposium points out, this may well open a window for the Oilers to sign Tkachev. Another small Russian scorer, Sergey Tolchinsky, went undrafted in 2013 and despite future draft eligibility he was signed to an entry-level contract by the Carolina Hurricanes.
This is a no-risk move for the Oilers, and Tkachev’s offence is so good that it would be easy to justify an entry-level deal for him. That has yet to happen, of course, but if it does it will be yet another example of the team looking to unconventional channels to improve."

Much like Tolchinsky in Carolina last year. Super super skilled, a little small but still very deserving of being drafted. Hopefully it works out for him and he gets a contract out of it.

What's the cut off for signing an undrafted guy like that that can re-enter the draft?
As an example, why didn't anyone sign Tanner Pearson at the end of his junior season before he re-entered the draft for a second time? Anyone know a date cutoff or maybe guys just like the story of being drafted???

I can't find an answer to this (without specifically looking at the CBA).
It sounds like the end of training camp is when that window closes, but I'm not sure on the exact specifics of it.
Martin Jones and Sgarbossa were both guys who got snapped up like this and you have to have played in North America (I think) to be eligible to be signed.
Only Bennett, Draisaitl, and Fabbri had a higher points/60 mins in the entire CHL. Hooray for small sample sizes....hahah,.
Nothing wrong with this signing. Teams should be taking chances on players that show promise.
