Although, it might be a bit hard to say who exactly was the lesser (unless getting shut out of course).

Patently false! Just assign roto points based on the number of entrants (ie 10 points for first in each category if there are 10 entrants, 20 if there are 20 entrants, etc... last place gets 1 roto point in each category). Sure there'll be a big number of ties, but it'll lead people to strategically pick categories they perceive as "soft" -- which is what winning in roto is all about anyways!
