    I think how it works is this way.

    Player is a free agent but requires waiver clearance to sign.

    Player is put on waivers.

    ANY team may then make a claim.

    Waiver position of the signing team is irrelevant since they didn't make a waiver claim themselves, simply signed a free agent.

    All 29 teams get a crack at Nabby before the signing team can take him. I apologize if somebody's said this already

    570k? I don't get why they're bothering. At that price I can't see how he gets to Motown.
    Isles, Leafs, Sens, BlueJackets, Caps could all afford him.

    I don't see how he can just decide not to report if another team picks him up. Wouldn't the team be able to sue him for breach of contract?

    They could suspend him. Maybe without pay?

    Yeah the whole system seems pointless if the player can just decide not to go.

    You can't sue for breach of contract and demand performance of that contract in a personal services agreement i.e. a team couldn't sue him to force him to play for them.

    If he failed to report I suspect he'd be suspended without pay by the team and/or league until he did report. The only real power the league may have would be to suspend him from playing for all or a portion of next year if he refused to report thus threatening his NHL future.

    Look for Detroit to work out a deal with the Devils to claim Nabokov on waivers to avoid the St. Louis troubles with Svatsos and Wellwood.

    For players returning from Euro (Nabokov) who are claimed by another team after signing. That team can't trade him without waivers again.
