I'm personally skeptical that will/can change any time soon.Its not like the Panther's finishing in the basement is a new phenomenon, they have been drafting relatively high their entire existence.
If you look at most of the top teams in the league, they have build through the draft (Pittsburgh, Wash, Chi) even teams like Anaheim who didnt have high first rounders but were able to land Perry and Getzlaf, as well as Detroit getting Datsyuk and Zetterberg late. While drafting high is by no means a guarantee youre going to pick a franchise player, history suggests it dramatically increases the odds.
Because of the salary cap, more teams now than ever mistakenly think they are legitimate contenders. So with that being said, teams like Florida and Edmonton who are committing to rebuilding through the draft have a GREAT chance at emerging as the next powerhouses while 90 percent of the league makes a push for the playoffs.
Despite what people say, I think Tallon is an awful GM and Chicago won the Cup despite him. But given the right picks, we could we an uprising in Florida in 3-4 years...
