I think the Flyers wanted to make sure that he was fully back healthy before officially making him the captain.

He is signed for a long time and he is most definitely a leader on the ice.

I always point to the series against Pittsburgh where he put the Flyers on his shoulders for the series. All with a buggered knee.

And TK is an alternate captain - love this decision as well!

    Solid.
Konecny (1), then Couturier (2) have been two of their best forwards this year - if not the best two.
(Morgan Frost, IMO, is their 3rd most valuable this year - but was given a slow start from Torts).
((Farabee & Tippett are highlight reel O-guys... but I don't love the two way game of either.))
Couts two-way game and tenureship with PHI (13years since draft!!!) makes him an easy/solid choice - especially with his year.
Great return for him after the 17pts in just 29gp last season.

Sanheim is probably on the cusp of the other A...
But I could see Torts having a hard-on for Nick Seeler & his style of play.

    Seeler is +18 this year.
    Sanheim is -15 this year.
    Pretty crazy split there...

Who typically names the Captain and Alternates: Coach, GM or other?

Seem like a question I should know the answer to, but don't.
14 Team H2H Dynasty League (14 keepers, no farm)
    Weekly Starts (3C, 5W, 5D, 1Util, 2G)
    G, A, PPP, SOG, BS, +/-, GAA, W+OTL, SV%

    C: MacKinnon/Eichel/Kopitar/Pinto/Wright
    W: Ovechkin/Toffoli/Necas/Giroux/E.Kane/K.Johnson/Schmaltz/Bjorkstrand
    D: Dobson/Trouba/Mintyukov/Gostisbehere/Edvinsson/York
    G: Saros/Demko/Askarov

IDK for sure - but I would think Coach & GM make that decision together 90%+ of the time.
I'd assume the meeting would also include President of Hockey Ops too.

I would think a coach is not permitted to make that decision alone.
(I mean... it goes as far as to affect jersey sales across-the-board)
And I would think a GM would be seen as overbearing to not get the coach's input - since they are in the lockerroom 100% of the time.

So... probably teams like PHI... when there is not a C or A/A for a long period... one person is in disagreement.
Likely - with PHI - Torts held his ground on wanting to see "proven" leadership before commitment.
Former NHL players (like Briere) are almost always on-board with believing leadership exists and should be represented.

(Tortorella didn't play any higher than college hockey, I believe - well, wiki says he played in some junk leagues, but not really a higher professional NA league.)
