Sucks for the Coyotes to suffer a penalty resulting from a decision over which they had no control. But I guess that's the risk they assume for signing these kinds of contracts.

That's true. But it did also mean we also learned that there were only so many slots.

I think it mostrly hurts them, as other teams can try and up their tank and retain salary game.
