In these situations I go with the player with better deployment. Dobson is the clear #1 and PPQB.

D. Toews played on a team that had EVERYTHING go perfect for and were top tier in scoring. Dobson played for a team that had EVERYTHING go wrong for them and they were in the lowest tier in the league scoring wise.
In that perspective they landed at nearly the same point totals.
Toews is 28 and this might represent the best we see from him, Dobson is 22 and still growing and developing. The NYI should rebound some and improve while COL would be great to maintain but could fall off some TBH.
