Due to DeAngelo's weird contract situation the past few years, he's actually an RFA, not a UFA, so it's not like he could just pack up and leave Carolina without a trade. Plus he has expressed interest in winning - I read an article where he feels loyalty to them due to them giving him a chance last season and his past being a non-issue on the team.

Tony D for me. Carolina has someone who clearly fits into their PP. He's all about the offense. Chabot is very good but plays better D and seems like he has responsibilities on defense. It's close but I would take Tony D here.

Another vote for DeAngelo. I would also suggest that while his deployment with the Canes is pretty damn sweet, he is capable of generating offence in just about any other situation. Even if he were to leave Carolina, which I doubt, he is still very likely a better own than Chabot in a pts only format.
