The first big question is how does the waiver wire operate?
If you can acquire/swap players for free, even if limited per week then I highly suggest you go Min/Max strategy.
Blow your entire salary cap on 10 or less upper tier players, (ideally 3-studs, 5-under-valued and 2-3 stead players) whom you know you will put up big points. Then spend $1 per player on the balance focusing on: anyone you can get that is consistent and above waiver wire points and sleepers/rookies with big upside.
The idea here is simple: spend big on stars expecting them to preform and ignore the bottom half of your roster, which you realize will likely be churned over several times during the season.
As far as what players to target need to know the league scoring.
