Do you think Garland loses any value with the move to Vancouver? Yes, he'll be playing with better players at even strength, but will he see any 1st PP minutes on a consistent basis? I would imagine those minutes would go to Pettersson, Boeser, Miller and Horvat first.
I'm wondering if Norris and Roslovic would rank higher based on PP minutes/potential over Garland.

Garland had 10 PPP last year, so even if he doesn't get PP1 time in Vancouver, its not like he's looking at a step down, PP-wise. He'll probably have about the same. My thinking on Garland is that because Vancouver made a splashy deal for him, they will try to feature him at times to "prove" to the public that they made the right move.

I believe both Norris and Farabee have more upside than Garland. However, they are just starting their careers, Garland has a 4 year head start on Farabee and 3 on Norris. In 2 or 3 years I believe the cream will rise to the top. Both these guys have 80 point upside (I have Garland at 70) however I'm giving a slight edge to Norris to get there as he is all about scoring and offence whereas Farabee will perhaps be asked to play more of a 2 way game.
Roslovic had a hell of a year last season but I don't think that's sustainable, I see his upside as being considerably less than the other players in this discussion.
