This should be the case but is sadly not true. the Acting Secretary of Homeland Security has admitted as such stating:
The Department, because we don’t have that local law enforcement support,
we are having to go out and proactively arrest individuals. And we need to do that because we need to hold them accountable. This idea that they can attack federal property and law enforcement officers and go to the other side of the street and say, “you can’t touch me,” is ridiculous.
Further in the interview he states:
-The police are using "probable cause" to identify suspects. - This is illogical as there is no correlation between the two.
-People are being questioned and detained based on their proximity to suspects - again not how it works.
Finally he tries to create a concept of "non-custodial arrest" to define people being detained, put into vans and driven away.
