I think it's a lateral move at best. Sure, Schwartz gets more TOI on the PP and plays more 5on5, but the fact that Vrana is keeping pace with him, even with less time, is something worth noting as well.
I’m thinking of adding this guy over Vrana to get top line minutes and the top power play.

Schwartz either plays great but gets hurt, or plays mediocre. That being said, your league counts PPP and Vrana is not on Washington's PP1, which is a big drawback. I'd go with Schwartz for that reason, and keep your fingers crossed he somehow remains both healthy and productive.
