I think the unpredictability of his new role in Dallas makes cutting him an easy decision. I'm in a similar situation, although it's a deep deep league with next to nothing in the UFA pool.
Neal will see peaks and valleys this yr, but there's a good chance he'll be productive come the end of the season and retain PP1 status. Who knows where he finishes this yr overall, or if he repeats next yr, but I think the upgrade on Pavelski will end up being worth it.
Only other option I'd consider would be Silverberg as he could have a good season and linemates this yr & next.

Considering the meager options on waivers, I'd probably stick with Pavelski for now. My only reason is that the entire Dallas team is struggling. No one besides Heiskanen and Hintz has been putting up fantasy-worthy numbers. The team only has two wins in 10 games. Dallas won't be a great team, but they are better than their current record indicates. I think a turnaround will happen soon, and the team as a whole will start to play better, and then Pavelski's numbers should improve. I'm not super high on him or Dallas in general, but you don't have great options on waivers and Dallas isn't "this" bad.

If there's one certainty in life it's that my subjective view on Pavelski turns out to be the opposite of what actually happens, and in the Fantasy Guide I had him pegged for a poor season, which therefore means he should turn things around.
