I worry that DeAngelo still will be plagued by "real hockey" shortcomings that, in turn, would hurt his fantasy value/ability. Toews, on the other hand, looks to be locked into the top 4 and could really make waves if Leddy is moved by the Isles. I'm taking Toews.

DeAngelo is a mirage for numerous reasons. Trouba and Skjei should still be top pairing for now. Fox is the guy I see eventually taking over their PP1 though. DeAngelo just has too many shortcomings in other areas o get the minutes needed. Going forward, Trouba and Fox I think are the 2 main Rangers D to own. Skjei is a nice accessory if league has hits and blks. I would prefer all 3 honestly to DeAngelo.
Gustafsson a no brainer if available. With Makar and eventually Byram, not sure how long Girard will maintain value. Niku seems like a specialist, similar to DeAngelo, he may just not get the overall ice time.
Does Pietrangelo count as budget? He fell off last season but rebounded big in the playoffs. Still isn't owned as much as he should be. Pulock? Yandle? Trouba? Parayko? Really not sure who's owned all ready. If all those guys are then...
If Shea Theodore is there he would probably be my choice. He's just 24 I think and might very well end up as their PP1. He's got the offensive potential and they don't exactly have a glut of those in Vegas.
If that's still not budget enough, Sergachev or Nurse? Nurse I think has been improving every year. He's starting to show the potential he was thought to have.
And if all these guys are owned, Niskanen is a guy I think gets readily overlooked. Perhaps Gardiner. Shattenkirk might rebound. Montour if he gets healthy could be sneaky good. Maybe Colin Miller though if not. Even Matheson in Florida.
I would prefer any of those guys to DeAngelo and Toews.

Hronek is a pretty good option , if he's available, considering that Green will surely miss a lot of games. Between DeAngelo and Toews, i'll go Toews.
