Steel has the #2 C job in hand. And Getzlaf is declining. All of the others are blocked by a player (or two) far better than them. Of all those on the list who played this year, I would argue Steel was the most productive and offered the most excitement, despite being on a terrible team. I would slot Borgstrom and Glass 2nd and 3rd. But they will both be blocked for a while barring trades.
It's hard for me to rank these guy very finely, so doing it in groups. There are a lot of variables here, and it's hard for me to suss out all of it.
Steel/Roslovic - #2C role should be theirs next year, if not now (Steel).
Necas - while I think Aho is likely better than he is, Aho can also play wing, which means that could be the top line, but he's likely not the #1C in Carolina.
Borgstrom - I like him just a bit more than everyone else you listed. Also likely not the #1 in Flordia.

None of these guys have clear paths, not even Steel IMO. Kesler still has three years left on his deal so he will be tough to leap over for 2C as long as he's healthy (clearly the caveat in that statement but still an obstacle for Steel). A lot of people expected Roslovic to take the next step this past year, it didn't happen. A lot of people expected Steel to take the next step this past year; again, it didn't happen. That's not to say it wont happen a year later, but at this point, I am not giving anything to anyone.
