Thinking about trying to get him since his value musn't be high currently. Would you guys agree that he is going to reach the 70 pts range?

He's never been in the 70 range so I'm not sure why this is being set as a benchmark for him. His career best is 63 and most years he's been well below that mark.

The previous coaching regime did him no favors last season, from ice time to linemates. Even still, he's unlikely to be an offensive focal point under Brind'Amour and with one year left on his current deal there's a chance he gets moved at the draft or during the season. And even if that doesn't happen, he's all but assured - at least in my book - to be with a different team in 2019-20, and with him still being at peak age and with every motivation to succeed, I could see him really exploding.
I'll have to remember this come 2019-20 fearless forecast time.....

I wouldn't classify Skinner as a 70 point player. More like a 58-65 regular, with nice goals. Of course if he's traded into the perfect situation (say Pittsburgh) he could pull a "regular season Guentzel" along Sid and bag 70. If he stays in the Carolinas, I wouldn't expect 70.
