I believe the NHL actually has veto rules of some sort, or the Commissioner can veto a trade. Super rare for it to happen, but then that's what veto's should be in fantasy as well: More of a rule to discourage collusion/overly-lopsided trades/etc.
This particular example is obviously horrible (imagine the NHL if only 8 teams needed to complain, and they could do so anonymously, yikes :P ), but I think having a rule is a good idea for certain leagues, as long as it requires essentially league-wide outrage to be enacted.
