I only browsed it and caught a few points of interest:

Tretiak says currently the rights to drafted Russian players are held for 4 years and that he\'d like to shorten that to 2; he also says he\'d like a way for Europeans who do not make their NHL teams to be able to play at home; he also says these are shared by the other European countries. He then said the NHL were receptive to this and that he\'s hopeful a new agreement can be concluded by early October.
