All I have to add to this discussion is that never responding to an offer is what makes for a bad GM habit. No matter how bad the offer always respond with a 'nope' or 'No Thanks'.
Even if you think it was a poor offer the other guy might have thought it was half decent and didn't genuinely think he wasn't being unfair. It happens, so don't leave him hanging. You wouldn't want it happening to you neither, waiting for days to hear something back. Just say no and let the guy move on.

Also some of my best trades were engineered out of initial bad offers that were rejected. Once the conversation is started, try to keep it going because you never know what kind of deal it lead to.
