Cowen, from a fantasy points perspective obviously Voynov has the potential. BUt it's not like Cowen is just a defensive dman, he gets compared to Alzner and Schenn a lot but he has higher offensive upside, has a better pass, and if he's playing on the top pairing with Karlsson and also seeing TOI with Spezza then the points are gonna come. I can see him being a 30-40 point guy instead of 10-20.
He's the safe option so I'd go with him especially if your league counts hits.
In your pool set up with no Hits and blocks it is clearly Voynov imo. He has far greater vision and is just plain better offensively then Cowen.

. Voynov and Smith very close though. Rundblad is also behind OEL now. If you look back I have always thought Rundblad was immensely over rated and considering the trade today I would suspect that Ottawa management felt the same way. Give me Voynov, but Smith is the safer pick...

To be fair I'm much higher on Voynov then must people on this site. Smith and Orlov are the safer picks here long term and I have Orlov and think he will be great (Markov Clone). If Lidstrom ever retires Smith will be given the keys to the PP castle in Detroit. But I personally would take Voynov. I would put them Voynov, Orlov and then Smith all being very close. Take my opinion on this with a grain of salt as I'm against the grain here.

Individual talent, smarts, opportunity and supporting cast in mind, i'm taking Smith over Elliott with no problem. Out of this entire lot, he's the only one whom i can see wearing a "C ." I have Elliott above the others, though.
