I would love for a team to come to Quebec City but it's still very unlikely. The team will look at every temporary avenue in Arizona and will try to build a new stadium before even thinking about relocation. Even then, there's plenty of other cities that will probably get a look before Quebec. Let's not forget that Arizona has a new owner, a much stronger one who seems serious about keeping the team where it's at.
Plenty of stuff needs to happen before fans in Quebec can start dreaming about a team.

Glad to see a city taking a hard stance with a pro sports team. Government paying for stadiums are often boondoggles that only benefit the team owners, the construction companies, and those getting bribes/kickbacks.
Note that Phoenix is only 11th in metro area in the US, and drops 1-2 spots further down if you include Canada.

It's almost like it was one of the reasons to put a team in Phoenix.
Phoenix can hold a team if they are winning. The issue in these areas aren't if they can or can't. It's really if the team can win. Without Phoenix, we don't get Matthews, we're just seeing the start of the fruits of their labour. They won't move the team out of Arizona.

This is misleading and not really relevant - the vast majority of a city's inhabitants live outside the defined city limits. For example, Chicagoland population is about 10M, NY is 20M+, etc etc. All within a 30 minute commute. Then factor in places like Philly that are smaller cities by definition, but neighbor some of the most densely populated areas in North America. Phoenix doesn't have that dense suburban presence which I think is crucial to establishing a fan base if you are in a "non-hockey" market.
Doesn't really matter anyway but I'm sick of seeing an NHL team flounder away in Arizona.
