So does Ottawa think they can win the cup within the next 3 years and Phaneuf makes it more likely? I just don't understand the deal otherwise.

It is very easy to understand from Ottawa perspective. The Sens cleared two contracts that were deadweight (Cowen and Greening) and they got a top 4 D they desperately needed. They were spending the same amount of money for two players that were never in the NHL lineup, so now they're spending it instead on the second best D man on the roster. They really needed a veteran D to play with Cody Ceci.
