Would you get rid of top prospects and valuable assets to offer Stamkos 8 years instead of 7? The answer is no.
You should take a look at the number of very solid young players that will be due new contracts soon.

I don't know Stevie Y personally as well, but I don't believe he'll trade Stamkos to keep Kucherov or Palat. I doubt they can keep all the young studs they currently hold, but I believe they can keep the majority with good cap management, which means they'll probably trade Bishop and some veteran d-man as they have propects with enough talent (Koekkoek, DeAngelo) to fill the void. At least this is what makes sense in my head.
Pengwin's Point is dead on other than the fact that he didn't go too far into depth for 2017. 2017 not only has Hedman, but due for contracts would be : TyJo, Palat, Drouin, Bishop, Vasi . On top of that, you would still need Hedman + at least a few more D-men (we all see what your standard d-men are getting.
I don't see how they can keep him, unless they are willing to lose most of their core to do so.
the thing is, he probably isn't worth what he's going to get so the Lightning will have to make a decision.

It could be looked at as
Stammer (say 10 Million) + Blank (3 Million) + Blank (3 Million)
vs
Bishop(7 Million), Kucherov/Johnson (7 Million), Drouin (2 Million) (I know Drouin is a bit low...but we don't know what those blanks are) or some other combination similar to that.
Stammer is a beast, but is he really a ton better than either Kucherov or Johnson? Then possibly losing a decent starter in Bishop + another future centerpiece in Drouin?
Either way, it is a decision that I think they need to address one way or the other asap..Otherwise they are backed into a corner.
The other difference is Toews has 3 cups.

Thoughts?
I figure:
1) This solves Calgary's Net questions and Hiller could back up Vasi as early as next year (and clears his path)
2) Calgary has a lot on the back end and Dougie hasn't meshed yet. Tampa could use the D help IMO and building around Dougie + Hedman could be sweet..
3) Calgary gets the horse they want in Stammer(Obviously some type of deal would need to be agreed upon/in place). Tampa makes a deal at a good value and gets a younger, lower ceiling star type back + a grinder in Ferland/ Pick etc..
