Spurgeon is a guy who would be buy low (on a bit of a streak and getting almost 75% of their PP time), ride for a bit, and then a guy to sell high if he keeps this up for a while.

Review the hot shot dudes from a year or two ago. They've had time to develop. Ryan Ellis comes to mind. The Faulk/McBain types. I also like John Carlson to finally steady out. Leddy is getting fine TOI (last I checked). Elliott, Barrie... Hedman...

Double check TOI when doing your investigation (you can find it on CBS, Fantrax, etc). You want 20 minutes with 2 or more being on PP.
Opportunity is very important. Potential stars (OEL, Doughty) push their way through, but most take more time. Dallas, Pittsburgh... NYI?... Colorado... Florida... may have opportunity.
When you're all done, you'll have one or two that particularly catch your attention.
Don't completely ignore the veterans in your search. It's very difficult to predict the Hamhuis, Giordano, Robidas type break outs. Tyutin was a guy I watched like this for a long time. He seems to have managed to step up again. I'd given up. Daley was another, again I've given up.
Some really high risk guys taken in last years NHL draft. Review them carefully. Opportunity will be very important for a bunch of them.
Cam Fowler comes to mind if you believe he'll bounce back.
Raphael Diaz seems to be forgotten right now because of injury but will be a fixture on the Montreal PP when he comes back.
