As I said before mcgoo. I believe the rule exists to prevent teams from loading up on players before the playoffs and in turn push NHLPA players in good standing out of a roster spot when that happens. I'll try to confirm that with a quote though.

The rules are there for a reason. Players who leave Europe to play in the NHL mid-season must clear waivers because it helps prevent a mass influx of players going back and forth.
