Nevermind, I guess what I just read clears it up.
Apparently waiver priority is based strictly on the current standings with the exception being if the claim is made before November 1, in which case the priority is determined based on the previous year's standings.
Damn, you need to be a lawyer to understand most of that bloody CBA though.

Actually now that I checked it Nashville and San Jose had higher waiver priority than St.Louis. So I'm not sure if all teams get a crack at Nabokov or just the ones with lower percentage of points than Detroit. In any case it doesn't really matter as if it's the latter then it rules out only Vancouver and Philadelphia.
Sucks that I basically lost him for nothing - he was my 1st round draft pick last year in a dynasty league. Got one year out of him, let him go because his rights needed to belong to an NHL for me to keep him.

If he signs with Detroit, all 29 other teams still get an opportunity to claim him. Waiver priority isn't based exactly on standings, its based on points per game played, to even out discrepancies due to teams playing a different number of games. Finally, if you have made a waiver claim previously, it doesn't change your waiver priority at all.
This is what I could find on how waiver priorities work:
13.19
If only one Club makes a claim for the Player on whom Waivers have been
requested, such Player shall be transferred to that Club. In the event that more than one
Club makes a claim for such Player, he shall be transferred to the claiming Club having
earned the lowest percentage of possible points in the League standing at the time of the
request for Waivers or, if Waivers are requested outside the playing season, then to the
Club having earned the lowest percentage of possible points in the preceding season's
schedule of Regular Season Games. If the successful Waiver claim is made before
November 1st then the priority shall be determined by the final standing in the League's
