Can you offer some more information please. What is your league setup (categories?) and what does the rest of your roster look like. When you say an empty roster spot, are you talking about someone you need to use on your main roster this year or is this someone you can stashing in your minors (again, more information needed as we don't know if you even have a minors).
As far as upside goes, I am not sure many of them have much for upside. Puempel to me probably has the best upside but if you need someone for this year, I prefer Carr.

Team Outlook: Recently took over team from an inactive manager. Rebuilding, have a good farm (minors) team with specs that should trickle onto my main roster over the next couple seasons.
What I am looking for: I have an empty main roster spot. I am looking for a player who could potentially become good enough to be worth keeping once my farm team starts to graduate. As I have a pipeline of prospects, I would be looking for the riskier option with higher upside rather than the lower ceiling sure thing.

As I mentioned earlier, the guys you listed don't have much for upside so to expect much from any of them is reaching. I do prefer Carr from that list for your main roster as I think he offers the best chance of producing on a regular basis for the Habs this year and should be a top 9 player for them.
