couldn't agree more VV. And thanks Peng for highlighting my 2nd last placement in RED. Drives me nuts I have 2 losses where the point differential was so damn close. Oh well. Take my shots on the chin this year and hope for a step up next I suppose.

An attempt to clarify the WHL Draft Lottery.
Step 1. Teams get their initial placement based on end-of-regular-season-record.
End of regular season is record after week #23.
Say it ends like this:
Team A: 2-21 (last by WHL standings)
Team B: 3-20 (2nd last by WHL standings)
Team C: 3-20 (3rd last by WHL standings)
Team D: 4-19 (4th last by WHL standings)
Team E: 5-18 (5th last by WHL standings)
Team F: 6-17 (6th last by WHL standings)
Team G: 6-17 (7th last by WHL standings)
Team H: 7-16 (8th last by WHL standings)
Team J: 7-16 (9th last by WHL standings)
etc. etc.
Step 2: Teams can shift up 1 or 2 spots in that lottery order by WINNING or being RUNNER-UP in their playoff bracket.
Bracket Runner-Up teams will move up 1 spot. This will be done first.
Bracket Winning teams will move up 2 spots. This will be done second.
The bottom bracket will include the bottom 8 teams.
Let's say Team C wins that bracket.
Let's say Team E is runner-up in that bracket.
First, Team E will jump up it's one spot... so the lottery order will look like this:
Team A: 2-21 (last by WHL standings)
Team B: 3-20 (2nd last by WHL standings)
Team C: 3-20 (3rd last by WHL standings)
Team E: 5-18 (5th last by WHL standings)
Team D: 4-19 (4th last by WHL standings)
Then, we'll bump up Team C by TWO spots, which will look like this:
1. Team C: 3-20 (3rd last by WHL standings)
2. Team A: 2-21 (last by WHL standings)
3. Team B: 3-20 (2nd last by WHL standings)
4. Team E: 5-18 (5th last by WHL standings)
5. Team D: 4-19 (4th last by WHL standings)
Team C & E have increased their odds of winning the lottery by winning or being runner-up in their playoff bracket.
Step 3. This becomes the WHL-LOTTERY-MATCHING-ORDER which will get linked to the NHL Lottery Order.
We'll take each WHL team in Step2 list and pair it with the NHL team finishing last, 2nd last, 3rd last, 4th last...
Let's say the NHL's reverse standing finish as follows:
1. CBJ (last),
2. ARI (2nd last),
3. EDM (3rd last),
4. CAR (4th last)...
So...
Team C (1st lottery spot) matched with NHL-CBJ (1st lottery spot)... 20% odds of getting pulled for highest slot
Team A (2nd lottery spot) matched with NHL-ARI (2nd lottery spot)... 13.5% odds of getting pulled for highest slot
Team B (3rd lottery spot) matched with NHL-EDM (3rd lottery spot)... 11.5% odds of getting pulled for highest slot
Team E (4th lottery spot) matched with NHL-CAR (4th lottery spot)... 9.5% odds of getting pulled for highest slot
etc.
Step 4: NHL Draft Lottery Night - which will be SUPER-EXCITING FOR WHL GMs!!!
Starting 2016, the NHL lottery is for the TOP THREE draft slots!!! (Lowering incentive for any team to "tank")
Thus, the WHL will also be following suit.
Let's say the NHL does it's draft lottery and it goes as follows:
Pick #1: Carolina (NHL #4th last - matched with WHL Team E)
Pick #2: Arizona (NHL #2nd last - matched with WHL Team A)
Pick #3: Columbus (NHL #1st last - matched with WHL Team C)
This means that the order of the WHL 1st Round for Propsects will go:
Pick #1: Team E (linked to NHL-CAR)
Pick #2: Team A (linked to NHL-ARI)
Pick #3: Team C (linked to NHL-CBJ)
Pick #4: Team B... worst remaining record in WHL by standings.
Pick #5: Team D... next worst
Pick #6: Team F... next worst etc.
WHL 2nd Round is not by lottery
Pick #1: Team A
Pick #2: Team B
Pick #3: Team C
Pick #4: Team D
Pick #5: Team E
Pick #6: Team F
etc.
FAQ:
1. If I finish last in WHL regular season, what is my best possible odds for the lottery?
As long as teams finishing 2nd or 3rd last don't win your bracket, then you'll retain your HIGHEST-ODDS.
Just like NHL's last place team, there'll be:
20% shot at #1 overall pick
~35% shot at either #1 or #2 overall pick
~50% shot at either #1 or #2 or #3 overall pick
50% shot of ending up with #4 pick.
2. If I finish last in WHL regular standings, what is my worst-case odds of winning NHL lottery?
If Team B is runner-up of playoff bracket and Team C is champ of playoff bracket, then the last place team (Team A) could get jumped over twice.
They'd be matched up with the 3rd-last-place NHL team.
This means:
11.5% odds of #1 overall pick
~25% (ish) odds of #1 or #2 overall pick
~40% (ish) odds of #1 or #2 or #3 overall pick.
3. What is the BEST team that could possibly win the WHL lottery?
Any team that misses the big $$$ upper-tier playoffs could qualify & win the WHL lottery.
A team finishing 9th in standings finishes 16th last.
If they win the middle-tier bracket, they'll jump two spots to 14th last.
This essentially matches them to the NHL team finishing 14th last and gives this team a 1.0%+ shot at the #1, #2 or #3 overall pick.
4. It seems like there is still some benefit to having a competitive team for my end of year playoff bracket, is that true?
Yes. Teams that strip down completely will have a tough time protecting their draft slot for lottery odds.
5. I'm still confused. Is there a simpler answer?
Sure.
*If you finish last, you've got a 50% shot at a top 3 pick... and a 50% shot at the #4 pick overall. You'll still have 1st pick of the 2nd/3rd/4th/5th rounds.
*Teams finishing 2nd or 3rd last will have about a 40% and 30% shot at a top 3 pick... and could finish with as low as a 5th overall or 6th overall pick.
*Any team that misses the upper-tier playoffs technically has some chance to win the WHL lottery. By winning your tier playoff bracket, you can increase your odds about 5%-10% to get one of those top three draft slots.
*Teams that qualify for upper-tier playoffs cannot win the WHL lottery, unless they own a 1st round pick from a lottery-qualifying team.
*Most importantly: The NHL lottery will determine the WHL lottery. I'll let everybody know which NHL team they are matched up with... so they know their WHL draft slot immediately after the NHL lottery.
