That is a tough one. Howard will give you better dividends this year and possibly next, but more than that and I would say Rask is the better option.
Trying to compete this year and next year, league counts wins and shutouts, should I trade Rask for HOward?

Howard is going to garner more wins this year and next, so for you, yes, absolutely, in my opinion.
Assuming this is for the league in your sig, it would be better to know your current keeper situation before answering. Or as a generalization :
Since you play 2 goalies, and are trying to compete this season...
If you have a couple of solid starters and a decent backup ( ie: Quick, Vokoun, Dubnyk ) then a keeper team should probably hang onto Rask.
If you're weaker between the pipes ( ie: Quick, Mason, Theodore ) then make the trade for Howard, or examine the waiver wire closely.
Since you're asking this, and its a 9 team league...this assumes that pretty much all the obvious starting goaltenders are taken.
Good Luck!
