I've gotta assume he's out for remainder of season.
Holding him in one-year league on IR for face-offs... but would like that IR spot available...
But also don't want to chance that he comes back during H2H playoffs and rakes his 10+ FOW per game.

I am in the exact same position.
One solution could be to include him in a deal with a bottomfeeder team to ensure he is 'locked away' in the off chance he returns.
I'm starting to doubt he's back this season though. Some 5 or 6 weeks before the season ends and a chronic problem, it doesn't feel like he'll be back.

Even if he was back, he's a declining asset with no one around to help him. Is that worthwhile? I think he's cuttable in just about every format that doesn't give points for stoic leadership.
Keep him as long as you can on IR but only if you have enough space to do so. If you're out of IR spots and someone important is injured, cut Toews immediately.
I'm currently doing this with Kirby Dach. He's on my IR in case he returns at the right time. But if injuries pile up he's gone.

Given the uncertainty of the NHL season, it's hard to make a definitive decision on whether or not to keep Jon Toews in your one-year league. On one hand, it's possible that he could return during the H2H playoffs and provide a significant boost to your team. On the other hand, it's also possible that he won't return at all, and you would be stuck with an IR spot that could be used for another player.
He's also suffering from the autoimmune reaction that held him out of last yr.
