Want to keep two. Keeping the first two is 9mil (which isn't ideal, but doable) but I have this suspicion that Francouz is a steal for $2mil

Francouz is good, he is just the backup. They paid Georgiev starter money and I'd expect him to get 2 out of 3 starts there. I'd roll with Otter and Soup.

I love Francouz and am with you that he could definitely be a steal (and could start more games than Georgiev this year) but I'm not passing on Oettinger and Campbell for him.
Keep the two starters and re-draft Francouz if possible.

Put Oettinger & Campbell on the block. See what offers some in. You might find that doing this nets you offers for Francouz as well.
Take whatever you deem worthwhile, if any.
