Yes, he cleared waivers, but I am thinking the idea is a team wants San Jose to retain some salary. So if these rumours are true, what team in the East would take such a risk?

Really depends on the route the SJS go. Do they mutually terminate the contract? Than more teams likely pop in as Kane will sign league min (or lower than 3.5mill) and at 1yr.
If SJS somehow is able to straight trade him (and his 2more yrs after this yr) with 50% retained...I would think Tampa, Boston, and maybe Carolina sniff around. But the additional yrs after this one make it hard for Tampa to really be interested in the trade route, Boston would have to know what's going on with Bergeron and Rask before jumping into more contracts. Carolina already shows they care more about talent than person (in DeAngelo) and will do anything for the win/memes (KK). They have a pretty solid cap situation, but it would likely mean the departure of Nino or Trochek.
However, with the COVID situation going on in Carolina with 2 defensemen getting dinged and not even traveling with the team might mean their focus will be 100% elsewhere. Their next road trip is through Canada (pretty sure they hit up 5 teams starting in Vancouver ending in MTL) really makes the next few days a huge "we only are focusing on this" type of situation.
I don't think any team is truly in on Kane unless he's a FA. But I guess maybe closer to the deadline, a team with accured cap space might think "Hey, 3.5m, we can stomach this for 2 more yrs and if he's a bad influence we can send him to the minors for a 2.5mill cap penalty". Maybe.
