The Stars are not able to activate him. They can't put his cap hit on the books or they'll be over. There's a very good chance he's healthy right now but DAL is leaving him on LTIR to circumvent the cap. Who knows if/when he plays

I think you are on the right track…
I stashed him on the IR today. I had 2 extra IR spots and 1 extra claim for the week. It was a no brainer for me in my situation. I don’t really expect that he ever actually plays on my roster, but, who knows, stranger things have happened.

If you have the space and you don't have a limited number of moves in the season sure. I think a lot needs to happen for him to play, namely one of Khudobin/Holtby being traded and Oettinger being sent down so it's hard to predict what's going to happen.
