Not close to safe. In fact, he's the guy I think is least likely of the 4, since he can go to the AHL freely, as Ross10019 said.

Tokarski, Bernier, Anderson, Vladar, Holtby, Wedgewood, Jones, Comrie, Korpisalo, Georgiev, Brossoit, Lankinen. It is a pts league that heavily favours wins and shutouts so lots of starts on a good team are ideal. My goalies are Shesterkin and Cal Peterson. Most teams carry 3 or 4 goalies but I prefer to stack my skater lineup.

There are some reasonably decent streamers there, but you have limited moves. Holtby may be your best bet, but ideally Dallas would ship a goalie out so you get more info.

Not sure Oettinger is a sure-fire starter next year if Bishop can get and remain healthy.. big if, but when he is on he is elite.
