If someone is out of games at a position, and you go to their team page it still shows stats for players on that position. But they're not registering right??

Correct, and they always show on the team page. To be sure they're not counting, you can check the standings if you know what they had beforehand.

Blowing out your GP limit is really big in baseball with pitching. They use innings pitched and if you can get down to 2-3 IP left and stack 9 starting pitchers on the last day you can go 50+ IP past the limit.

Only three people voted. Two said not to extend, one said to extend. So we're not extending.

All would count. It's a recognised loophole (even in their rules) that as long as you have 1 game left you get all stats for those in your starting lineup in that position.
