This is tough to answer without knowing DeAngelo's cap situation and if he's even in NY next season or not. The whole NYR defensive future is a big ole log jam. Great for the Rangers, but not for us fantasy GMs trying to figure this crap out.

This smells a bit like the Shattenkirk/Pietrangelo situation in St Louis once upon a time, or Krug/McAvoy for a contemporary example. Fox is the Rangers' best defenseman, but they've got an offensive specialist in DeAngelo. The best usage is probably to give DeAngelo the most favourable deployment with PP1 time, but we shall see. At some point, there may not be room for both on the roster, and the Rangers would not get rid of Fox.
I'd guess a year or two more of DeAngelo being the better option with Fox being a 45-point guy until he can grab that PP1 time.
Like others have pointed out, DeAngelo has the edge for maybe two seasons. After that, I believe Fox will be ready to take over the PP1 duties. I don't know how many teams are in your league and how many defensemen you need to suit up, but a 45 pts production is still good for top 15 (DEF). So to me, it all depends on your strategy. I almost pulled the trigger on a trade for Fox last month, but the other GM was a little bit greedy! Nils Lundkvist IMO could make thing quite interesting in a couple of years!

Another vote for DeAngelo short term, Fox longer term, and none of the other players are likely to be as valuable as DeAngelo or Fox.
DeAngelo is a restricted free agent, after having accepted a discounted 1 year deal last season (1 yrs. $1M) He'll be asking for Zach Werenski type numbers (3 years, $15M) at the very least.
I also wouldn't be shocked if the Rangers decide to move him
