Fox is the risk/reward guy. If you keep him, drop Vatanen.
I currently have Vatanen and Hronek on my IR and IR+ slots with Fox playing. I can keep them all on the IR but I cant make any other roster moves (adds or drops).
So who is the best choice for rest of year? Cats below
12 Team H2H 5 Keepers (1 1998 born or earlier)

LW DeBrincat (RW), Robertson, Marchessault (C), Miller (C)
RW Svechnikov, Point (C), Garland (LW)

To keep Fox i dont have to make any moves, more of a sit tight and wait approach could be taken I guess.
Vatanen is PP1, 1.5 S/G, 0.88 H/G, 1.63 BLK/G (over the season)
Hronek is PP2, 2.29 S/G, 1.29 H/G, 1.19 BLK/G
Fox is PP1 (not a lock) 1.44 S/G, 0.33 H/G, 1.22 BLK/G
They all are getting decent PP time, all play on poor teams. So I guess is is a risk/reward, Fox could be an Elite deference, Hronek has less potential and Vatanen is probably the safest bet (doesnt look like much competition for top PP) but lowest ceiling as well.
Is that what you were saying?

Vatanen has Severson, Butcher and Subban. Hronek has....maybe Green and Cholowski? I'd bank on Hronek over Vatanen.

Hronek over Vatanen for me. He just keeps producing.
How would you guys rank all 3?

Fox
Hronek
Vatanen
Fox looks incredible talented. I think he has the highest upside long term and even for the rest of this year if he can continue to see the offensive opportunity he has received so far this season.
Hronek looks good too. Not quite as high upside long term as Fox but should produce close to Fox this season.
Vatanen. He has never hit 40 points in his career. He is seeing some PP1 time now but I think it evaporates more and more as the season wears on. Butcher, Severson and Subban are all better options imo.
10 team Keep 8 league. D bonus for scoring

My order is:
Hronek - least competition, solid peripherals, looks like most likely top pairing top PP guy to me.
Fox - more competition, less peripherals, more a 2nd pair, top PP guy to me
Vatanen - oldest, somewhat proven to not be a 40 point guy, expect NJ to rotate him out soon.

Hronek is definitely not a lock for PP1. Cholowski is currently on PP1 for the Wings
My ranking would be:
Fox
Vatanen
Hronek
