Default How to hold a commissioner to be transparent?

So, I just joined a recent league and you can only keep a certain number of contracts from year to year. The rest go into "Free agency" and every team has 10 free agent tokens to bid on players. At the end of the off season, we go through rounds of blind bids, where you submit a number of tokens to try to sign a player. If you offer the most tokens on that player, he signs with you. If the 2 highest teams tie, they are given the option of EITHER withdrawing their bid entirely, or submitting additional tokens. This phase is also blind. The player signs with the team who submits the most tokens. We do this for 3 rounds. Unsigned players hit the waiver wire.

My question is; the commissioner of the league also has a team and also has to submit his blind bids. The problem is, that we all submit our bids to him. Technically, he could see everyone's bids, and then bit 1 token on somebody who was never bid on, or add 1 token to any sought after free agent to ensure that the player signs with his team. I don't like this possibility of the commissioner being shady and basing his "blind bids" on what everyone else is bidding. Thought on how we can make this transparent?

    Thanks,

Do all bids get revealed post-'draft' ?

this type of league basically comes down to Commish integrity. Unless an independant email could be created where the commish could also submit his bids until deadline passed before viewing.

Those were my first two thoughts as well. Would be tough to set-up otherwise.

Yep. Trust the commish 1000000% or change the bidding format.

Have the commissioner submit his bids in a 'sealed envelope' type fashion to someone else in the league before he receives anyone else's bids. He submits first.

Once all bids are in for transparency everyone should see all the bids for each player and the trusted manager can confirm the bids from the sealed envelope match what the commissioner actually bid. I think that's the most transparent.

Edit: there may be something online that allows something like this with time stamps. I'm not sure but if I can think of it off the top of my head it probably exists.

Before anyone submits bids to him, I would ask him to first email the others his bids in a password protected excel or word file.
Then everyone submits their bids to him and then he tells the others the password to his file.
