He needs more development time and with the Cup-winning core still there, Washington's not likely to let pups prematurely cut their teeth in the NHL.

He's 2-3 years away and in need of AHL seasoning. WSH has a few dmen ahead of/on par with him in their farm system and likely better suited for the sheltered minutes they will be getting in any event. And that is if they don't go out and bring in a veteran (or two) in the interim.

This is correct, but also there is no room. The top four is locked up until 2022-23, the team loves Siegenthaler, they could resign Djoos, and who knows maybe they will love Gudas enough to cheaply extend him.
Also Johansen is ahead of him, and if Hobbs ever plays a full season (and starts to improve) he would be ahead as well but that seems like a long shot now
