it pretty much has to be too much for a #1 to move it..
a fair deal will be rejected
prospect draft only
1st overall which would be hughes
for
4th overall 15th overall and zadina
multi cat head to head
is that toomuch for 1st overall

Lets break it down:
Who is available for 4th overall:
Bowen Byram
Dylan Cozens
Alex Turcotte
Kirby Dach
So it becomes Zadina and one of those players for Hughes.
Are you able to wait and see how the 1st round plays out?

not really penquin . i also have 7th overall so one of those guys should fall to me at 7 still plus lose 15th overall
without knowing more about your league, it's hard to judge whether quality trumps quantity. if you have no farm team, for example, I take hughes easily. if you do have a farm, then I'd need to know it's size, prospect rules, number of teams in your league, how many starters, yadda yadda.
16 teams 3 c 3 lw 3 rw 6 d 2 goalies we start . 25 man farm . players under 82 games allowed to be on farm
The certainty/upside gap between the 1st and the 4th is sizable enough that the cost seems quite reasonable here, especially since you also have the 7th.
I would pull the trigger.
