I think as some have said he has made this same deal with the top teams so he is not sure that Makar will still be there with the 5th pick so he doesn't want to just trade the pick without the certainty that Makar will still be there

If it is indeed serious, my suggestion would be to modify it so that you still win but it isn't so obviously lopsided.
