It is inherent in the rules for officials to use their own discretion when awarding a double minor or major penalty. The justification for a double minor or penalty is entirely based on the result, if a high stick results in bleeding, it is a double minor.
To make calls solely on the action and not the result is ludicrous. That's why we have manslaughter.

Jim...I felt sick in the pit of my stomach. Mistakes are made, we all made enough of them, but a cross-check SHOVE to the chest area in this case was not the overriding caused of Pav’s awkwark fall/injury. Incidental contact from Stastny resulted in bad ending.

Happens often where extended arm shoves in a cross-check motion, either putting players to the ice from behind in front of the net, in open ice or into the boards dangerously are deemed a “battle” & go unpenalized. This was result oriented & my “guess”; not viewed clearly.

O’Halloran and Furlatt officiated Game 7 between the Sharks and Golden Knights, which included a pivotal major penalty call against Vegas; San Jose scored four times on the ensuing power play en route to a 5-4 win. O’Halloran hasn’t missed a Conference Final round in over a decade.
Let's not forget that Vegas only won Game 2 of this series because the refs blew a "goaltender interference" call on Logan Couture that resulted in a a goal being waived off, Couture getting assessed a penalty, Vlasic getting hurt on the ensuing PK and Vegas scoring the game winner on that PP.
If that goal counted and/or no PP was given, this series would have been over well before game 7. The Sharks were 4-0 in games that Vlasic finished and were tied at 3 when he left game 2. If any call changed this series, it could be argued that this was actually the call the affected the series in a much greater although less dramatic fashion.
