I would rather Kuemper just because ARZ actually looks decent and LA does not.
Year to date in 22 games (Kuemper) vs. 21 (Quick), they have the same number of wins (8 - gross), Kuemper has 3 more quality starts and sports a 2.66/.914 to Quick's 2.85/.904. Over the past month in 9 games (Kuemper) vs. 10 (Quick) they have the same number of quality starts, Quick has 2 more wins (6 to 4), and comparable peripherals - 2.41/.921 (Kuemper) vs. 2.38/.918 (Quick). Had you told me before the season that this would be a legitimate question by the midway point I'd have called you crazy.
Kuemper has been better but Quick has the pedigree and has the higher likelihood of being delt before the deadline (even if it's not necessarily a high likelihood) so I'd gamble on him.

It's close, but I'd personally lean Quick. Also, keep in mind that the Arizona GM only said that it's "possible" Raanta is done for the season. Until that is updated, I'd have to also assume there is a chance he's back at some point...
